Do you have master server uplink enabled? > Do so (DoUplink=True)
Do you have a firewall? Give permission
Do you have WinXP firewall? Disable and install a real firewall like ZoneAlarm or Kerio
Do you have a router? Redirect Unreal's ports to the local IP of your server. (Search this forum or read my tips page for more info)

I had that sort of problem...
When you're starting the server go into the "server" tab
and check the "Advertise Server" and "ngWorldStatsLogging"
and uncheck the "Optimise for lan"
That might do the trick, it did for me.

I remember having this issue a lot at first, your server shouldn't appear on YOUR coop list, and should always be in YOUR lan list, but to OTHERS, it will be on there coop list, but if it's not, go to advanced options, then networking, then master server uplink, make sure it's true, nothing is typed in as the address, be sure the port is 27900, make the region 0, and update 1.

Now to check the other network settings:
Go to public server info, and set the region there to 0 as well, now go to Server beacon, make sure beaconport is 7776, and serverbeaconport is 7775, and DoBeacon is True.

Now, if you didn't have to change anything, it's your firewall or router guaranteed, first up to check is your firewall, it might have blocked Unreal's internet access, so open your firewall, and check, and if so, unblock it obliviously.

Still not working? Your ports must be off, open your webbrower, and type http://launchmodem/ as the address, hopefully you'll be able to see your router's settings, now find the ports or NAT settings, which should be under your routers firewall settings, now check which ports u have open, they should be 7777, 7778, 7779, 27900, and 27500, and one big thing to be sure of is that they're UDP, most routers set them as TCP now-a-days, so you have to be sure of that.

This is the limit to my knowledge of it, I can't help u with anymore of it, unless you can't seem to open your routers settings, cause if that's the case, you might need to look up the IP used for its brand, and you might not have admin access to your router, which I don't know how to get myself, and I would like that info too.
